In a medium saucepan, combine the granulated sugar and water. Cook over medium heat, stirring constantly until the sugar dissolves.

Continue cooking without stirring until the mixture turns into a deep amber color. Remove from heat immediately to avoid burning.

Carefully add the heavy cream to the caramelized sugar mixture while stirring constantly. Be cautious as it may bubble up.
